The clue photo (on the left above or first image) is pre-1887, looking N at the top (S) end of Beaumont Street. The fairground is in front of Trinity Methodist Church on the eventual site of the Abbey Hotel and the Primitive Methodist Church. The Abbey is just visible above Trinity. Obviously, a steam-driven fairground ride.  The second image from 1922 is looking NW with the Abbey Hotel and Primitive Methodist Church completed.
